Under the general direction of and reporting directly to the Managing Director of Human Resources, the Assistant Director, Human Resources has direct responsibility for developing strategies, programs and tools to support recruitment, staff orientation, employment equity, training and development, performance management and succession planning activities. The Assistant Director, Human Resources also ensures consistent organizational practices and will work closely with Labour Relations to ensure practices are compliant will legislation and collective agreements. The Assistant Director will oversee the work of HR staff in specific areas of HR such as staffing, pension and benefits and will ensure that CUPE management is best equipped to meet the demands and needs of the organization and all its employees.
SUMMARY OF DUTIES
- Provide strategic leadership by identifying appropriate human resources strategies, trends and opportunities.
- Supervise designated HR employees overseeing workload, vacation, attendance, performance, and career planning.
- Proactively handle employee relations ensuring to build strong relationships.
- Handle employee complaints and concerns and assist with the conflict resolution process.Working in conjunction with CUPE management, evaluate human resources needs and provide advice and assistance on interpretation and administration of human resources policies and programs, particularly in the areas of staffing and recruitment, staff training, pension and benefits, and develop recommendations for change, as required.
- Ensure that human resources policies and procedures comply with current legislation and standards and collective agreements, and that they are reviewed at regular intervals.
- Develop and administer employment equity, performance management systems and succession planning programs.
- Develop and maintain a human resources reporting tool, extract data from the human resources system and produce reports on succession planning, employment equity, recruitment and training, and workforce planning forecasts.
- Participate actively in developing and advancing human resources modules in Avanti or future HRIT system.
- Organize and conduct information meetings for employees and participate actively on various joint committees.
- Perform compensation and benefits analysis and assist with annual evaluation for cost-effectiveness.
- Assist with the analysis and identification of staff training needs; design and administer employee orientation and development programs.
- Provide advice and assistance to CUPE management, with respect to staff professional development initiatives, performance management, interpretation and administration of human resources and CUPE policies, and make recommendations, as required.
- Build and maintain strong relationships with CUPE members and staff, and other organizations including, but not limited to, recruitment agencies and educational institutions, and actively develop partnerships with local educational institutions.
- Other related duties as may be assigned.
This position requires a dynamic individual with exceptional communication and leadership abilities, and a demonstrated ability to manage stressful situations; the successful candidate must be a flexible and multi-tasking team player.
The successful applicant must have a minimum of ten years of broad and progressively more senior human resources experience in a unionized environment.
The position requires:
- An undergraduate degree specializing in human resource management, business, or a related area of study, or a combination of experience and study related to the position. A CHRP designation would be considered an asset;
- Experience and a demonstrated working knowledge of several aspects related to human resources, such as training and development, benefits, staffing and recruitment, employment equity, performance management, and succession planning systems;Experience in leading a team;
- Knowledge of information technology, including effective working skills of Microsoft Word, Excel and PowerPoint;
- Knowledge of Avanti or other HR software would be an asset;
- Knowledge of data analysis and basic research skills;
- Proven ability to build strong working relationships; develop, interpret and implement strategies, policies and procedures;
- Excellent time and project management skills; strong problem identification and
- problem-solving skills and demonstrated abilities in change management processes;
- Exceptional collaboration and, a great sense of team spirit, and focus on achieving objectives;
- High level of confidentiality and discretion;

$ 134,119.02 (plus 7% bilingual bonus)
