Purpose of Position

As the Controller, the Coordinator, Finance,  manages the administration and financial functions of the PSAC and  works as a member of the management team to set the strategic direction of the organization. This position manages a team of approximately 15.

 

Under the general direction of the Director of Finance, the position provides operational advice on all financial matters, and manages the operation of the Financial Accounting and Procurement and Inventory Control Sections. The position is responsible for the development of financial policies, internal controls, financial systems, lease management, preparation of monthly and annual financial reporting and the coordination of the annual audit.The position also coordinates the budget development process, the compilation of the draft budget and performs budget monitoring and reporting.

Qualifications

Education and Experience:

  • A professional accounting designation (CA, or equivalent) and a minimum of 6 years of supervisory experience in an accounting or reporting environment;

    Knowledge:

  • Significant knowledge of accounting theory, financial management practices for reporting, budgeting and analysis;

  • Knowledge and experience in the development of financial policies, procedures and practices focusing efforts on achieving excellent work outcomes consistent with the organizational priorities and vision;

  • Knowledge of the structure of the PSAC as well as the broader political, legislative and operational inter-relationships within a large national union organization;

  • Strong computer skills and demonstrated knowledge of system applications and implementation;

    Abilities:

  • Management and leadership skills including the ability to anticipate and adapt to changes and to lead an effective team through providing direction, encouraging cooperation, building skills and morale and participating as an effective team member to create an environment that nurtures the principles and values of the PSAC;

  • Ability to provide financial advice to senior management which supports a strategic direction to provide sound direction and advice on a variety of complex financial issues at all levels

  • Second language skills as per the Common European Framework of Reference for Languages (CEFR) level indicated above;

  • Demonstrated project management skills and the ability to play a hands-on role in leading a priority organizational project.

     

    Personal Suitability:

  • Commitment to trade union and equity principles and a thorough understanding of the sensitive political and social issues between an employer union and its internal bargaining agents;

  • Excellent judgment and demonstrated problem-solving, consultative and conflict resolution skills.
