Purpose of position: 

Under the general direction of the Coordinator, Information Technology and Information Management, the Web and Application Development Analyst is responsible for the development, support and maintenance of customized web applications and services as well as SharePoint.

This position highly contributes in identifying PSAC’s various operational business processes and procedures and applying them to functional requirements to produce enterprise level architecture for diverse applications.



  • 3-year college education or a combination of education and experience in web and application development and support.
  • 2+ years demonstrated working experience in application design and development.
  • Possess a solid understanding of the system development lifecycle.
  • Experience building reports using SQL, Crystal or Cognos BI reporting tools is an asset.
  • Experience with building workflow and entity relationship diagrams in Visio is also a plus.
  • Experience in developing and implementing SharePoint, webparts and other related SharePoint tools.
  • Proven track record in using the Drupal content management system as well as WordPress and mass email tools such as Mailchimp and data analytics tools such as Google Analytics.
  • Website graphic design, frontend user interface web development, cross-browser and mobile compatibility skills is essential.


  • Knowledge of search engine optimization, user experience (UX) best practices;
  • Strong knowledge and hands-on experience with Web Applications and programming languages such as HTML, CSS, JavaScript, JQuery and API’s;
  • Knowledge of and commitment to trade union and equity principles.


  • Ability to understand and respond strategically and tactically to operational issues with innovative solutions.
  • Ability to analyze, assess and make recommendations on informatics related proposals (i.e. hardware, software, etc.).
  • Ability to learn quickly and remain current on emerging information technology trends by participating in seminars, courses, industry presentations.
  • Ability to communicate orally and in writing in English and French with computer users and technical specialists is essential.
  • Ability to accept responsibility and work effectively without close supervision in a methodical and efficient manner.
  • Ability to work independently and/or cooperatively with others in a team.
  • Ability to deal with competing priorities and remain effective during pressure situations.
