The Professional Institute of the Public Service of Canada (PIPSC), a national union representing over 80,000 professionals and scientists across Canada, is seeking a Team Lead – Education Design and Delivery to join our team at our National Office in Ottawa.

What can I expect to do in this role?

Under the direction of the Director, Public Affairs, Corporate Communications and Member Services, the Team Lead, Education provides functional supervision, guidance, and technical leadership to members of the Education team. The role supports the design, development, and delivery of high-quality education programs and services for PIPSC members, ensuring alignment with popular education (Pop-Ed) learning principles, organizational priorities, and member needs.

The position contributes to the continuous improvement of education programs, tools, and delivery methods, supports consistency and quality across learning initiatives, and ensures that education services reflect best practices in instructional design, accessibility, and inclusive learning. The Team Lead also contributes directly to program development and delivery and collaborates with internal stakeholders, subject matter experts, and external service providers to support the effective implementation of national education initiatives.

Primary responsibilities:

  • Establish priorities, timelines, and workload distribution for the Education team, and provide functional supervision, coaching, and technical guidance, particularly for complex or high-impact education initiatives.
  • Coordinate and support the design, development, and delivery of education programs, including workshops, webinars, and e-learning modules, ensuring alignment with adult education principles and organizational objectives.
  • Ensure quality control, consistency of content, and alignment of learning objectives, materials, and delivery methods across all education programs.
  • Provide guidance and expertise in instructional design, adult learning methodologies, and facilitation techniques to support Education Officers and Coordinators.
  • Review and provide input on team members’ work plans, priorities, and operational requirements, including recommendations related to scheduling, leave, and workload balancing, in accordance with established practices.
  • Contribute to the development and implementation of program evaluation frameworks, feedback mechanisms, and learning assessment tools to measure effectiveness and support continuous improvement.
  • Monitor program delivery, identify issues or gaps, and recommend corrective actions or enhancements to improve participant experience and learning outcomes.
  • Collaborate with internal stakeholders, subject matter experts, and other departments to develop relevant, accurate, and high-quality education content.
  • Support the development and maintenance of e-learning platforms and digital learning tools, including coordination with developers and administrators.
  • Contribute to the development and monitoring of key performance indicators (KPIs), prepare reports or dashboards, and recommend improvements to education programs and service delivery models.
  • Participate in onboarding activities by providing guidance on education programs, tools, processes, and available resources.
  • Remain informed of emerging trends in adult education, e-learning technologies, and labour relations issues, and incorporate best practices into program development.
    Support coordination with external facilitators, vendors, and service providers, including assigning work, monitoring deliverables, and ensuring quality standards are met.
  • Provide input into budget planning related to education programs, tools, platforms, and external resources.
  • Ensure the confidentiality and appropriate handling of sensitive information related to education programs and participants.
  • Participate in multi-disciplinary teams assigned to special projects and work collaboratively with employees in other sections.
  • May be requested to undertake other related duties on a periodic basis.

Knowledge and Experience Requirements

Education / Experience:

  • University degree in education, adult learning, labour relations, communications, or a related field; and
  • Five (5) to seven (7) years of progressive and related experience in adult education, program development, and training delivery, including experience coordinating projects or providing functional guidance to others;
  • Or an equivalent combination of education and experience.

Language requirement:

  • Fluency in both official languages (French and English) is required

Skills and experience required:

  • Demonstrated experience providing functional guidance, coaching, and technical leadership, including establishing priorities and coordinating workloads to ensure timely and high-quality program delivery.
  • Thorough knowledge of adult education principles, instructional design, facilitation techniques, and learning evaluation methodologies.
  • Strong knowledge of e-learning development, learning management systems (LMS), and blended learning approaches.
  • Knowledge of the Professional Institute’s organization, mandate, and member education needs.
  • Demonstrated ability to design, develop, review, and deliver education programs and materials in multiple formats.
  • Ability to analyze program effectiveness, interpret feedback and data, and recommend improvements.
  • Ability to coordinate multiple projects and priorities while ensuring alignment, consistency, and quality.
  • Strong interpersonal and communication skills, including the ability to provide guidance, facilitate learning, and collaborate with diverse stakeholders.
  • Ability to build and maintain effective working relationships with internal clients, subject matter experts, and external partners.
  • Demonstrated ability to contribute to process improvements, program enhancements, and innovation in education delivery.
  • Experience using digital learning tools, LMS platforms, and virtual facilitation technologies.
  • Demonstrated commitment to accessibility, equity, diversity, and inclusion principles in education program design and delivery.

Compensation Package

  • Salary Range: $111,108 to $138,884 (G7)

  • Paid Time Off: December 27th to 31st
