Labour Relations Officer

As a member of the Labour Relations team, the L.R.O. is responsible for providing support and advice on HR programs, policies and services including labour relations. The specific accountabilities of the job include, but are not necessarily restricted to the following:

  • Interpret and apply collective agreement, ensuring consistent application.
  • Interpret and apply relevant labour and employment legislation and regulations.
  • Manage the grievance and arbitration procedure including the drafting of grievances, preparing replies, managing settlement agreements and ensuring consistency in resolving issues.
  • Draft and disseminate presentations and other information regarding the interpretation or updating of the collective agreement, arbitration decisions or other HR policies. Maintain a record of communications.
  • Ability to plan and organize multiple responsibilities and projects to meet deadlines
  • Consultation on an ongoing basis with Managers and elected officers on concerns, best practices, and day to day issues, including the interpretation and administration of the Collective Agreements and policies (e.g., Discipline).
  • Assist with the preparation, analysis, and tracking of the Labour Relations Budget.
  • Coordinate, attend and provide input at regular Labour Management and Union Management board meetings.
  • Responsible for Workplace Violence and Workplace Harassment and Discrimination policies and programs.
  • Deal with member inquiries in a timely fashion and on a confidential basis.
  • Observe procedures to maintain the security of highly sensitive and confidential matters.
  • Assist with the research collection and analysis of material in support of collective bargaining including a review of external wage surveys and other compensation data.
  • Prepare regular reports and monitors metrics as required.
  • Ability to problem solve, work with minimal supervision, and as part of a team.
  • Liaise with external legal counsel as required.
  • Perform other duties as required.

EDUCATION AND EXPERIENCE

  • Undergraduate degree in Labour Relations.
  • Master’s degree in industrial Relations (MIR) or other relevant post-graduate degree would be a definite asset.
  • Minimum 2 years’ experience working in a highly unionized environment would be an asset.
  • Superior knowledge in areas of labour relations, as well as employment and labour legislation and regulations.
  • Ability to provide strategic and tactical advice on labour relations and human resources issues.
  • Excellent communication skills both written and spoken, including public speaking, report writing and editing.
  • Computer expertise, particularly MS Office.
  • Bilingualism in both verbal and written communication is a job requirement.
